The state pharmaceutical institution of Ivory Coast, responsible for procuring, storing, and distributing essential medicines across the entire national health system. A public health supply chain that 27 million citizens depend on, with no coherent digital communication strategy behind it.
The Situation :
A National Health Institution Without a Digital Voice
Nouvelle PSP CI operates the pharmaceutical supply chain for the Republic of Ivory Coast. From university hospitals in Abidjan to district health centres across the country, every essential medicine passes through its infrastructure. It also developed NPSP’Prix, a mobile application that enables healthcare agents and citizens to scan and authenticate medicine packaging against counterfeit products.
The institution’s operational reach was national. Its digital presence was not.
No structured communication strategy. No consistent social media presence. No digital framework to explain what the institution does, why it matters, or how NPSP’Prix works. The organisation responsible for medicine traceability across an entire country was communicating like a department that had not yet decided whether the internet was relevant.
The Diagnosis
The Problem Was Not Visibility. It Was Legibility
Public health institutions do not market themselves the way commercial brands do. The audience is not consumers. It is healthcare professionals, procurement officials, NGO partners, institutional donors, and citizens who need to trust the system that delivers their medicine.
NPSP CI had never built the communication architecture that makes a public institution legible, the framework that tells each audience, in their language, what the institution does, how to engage with it, and why it is credible. Without that architecture, even a functional app like NPSP’Prix would remain unused. The technology was built. The behaviour change communication around it had not been.
Four Coordinated Outputs.
Marketing Strategy
A full strategic communication framework for a public health institution. Not a content calendar, a positioning architecture that defines how NPSP CI communicates with healthcare professionals, institutional partners, and the general public across Côte d’Ivoire.
Social Media Management
Built and managed the institution’s online community from the ground up. Day-to-day social media management designed for institutional credibility, not engagement metrics. Every post reinforces the institution’s role in the national health system.
Mobile App : NPSP'Prix
Design and development support for NPSP CI’s medicine price authentication application. The challenge was not the technology. It was the communication layer: getting healthcare agents and citizens across Côte d’Ivoire to understand, trust, and use a tool that fights counterfeit medicine at scale, and transparently communicate its pricing.
Brand System
A 3-day training program delivered to NPSP CI’s marketing team, sales team, and senior directors. Most agencies deliver outputs and invoice. Solando trained the institution’s teams to own the communication after the engagement. A different philosophy and a different level of commitment to building lasting internal capacity.
The Institution Became Legible.
A structured communication framework where there had been none. Giving healthcare professionals, partners, and citizens a clear understanding of the institution’s role.
A functioning social media presence that positions NPSP CI as the authoritative public health voice in Côte d’Ivoire’s pharmaceutical system.
NPSP’Prix supported by communication that drives adoption. Not just an app that exists, but one that healthcare agents and citizens know how to use
Internal teams trained to sustain the communication independently: marketing, sales, and senior leadership equipped with the frameworks Solando built.
